Codes are adopted by state and local authorities. The Authority Having Jurisdiction determines the applicable code and amendment. ISPSC, AISC or ASTM references apply only when the project and documented product scope support them.

Can 1.4529 be used for a ceiling point within 3.3 ft (1.0 m) of the water?

No. The prohibited overhead position takes precedence over distance.
